The Supreme Court of India has finally put to rest all speculations surrounding National Eligibility cum Entrance Test this for this academic year.
As per the order passed today, candidates who had appeared for phase 1 of the exam will be allowed to appear for phase 2. However, this would be subject to them giving up candidature of phase 1. This would mean that if a candidate, who sat for phase 1, sits for phase 2, his score/rank secured in phase 2 exam alone will be considered for his admission.
“Only other contention relates to perceived hardship to the students who have either applied for NEET-I but could not appear or who appeared but could not prepare fully thinking that the preparation was to be only for 15% All India seats and there will be further opportunity to appear in other examinations. To allay any such apprehension, we direct that all such eligible candidates who could not appear in NEET-I and those who had appeared but have apprehension that they had not prepared well, be permitted to appear in NEET-II, subject to seeking an option from the said candidates to give up their candidature for NEET-I. It would be open to the respondents to reschedule the date of holding NEET-II, if necessary. To this extent the earlier orders stand modified.”
The Court has given CBSE and MCI the freedom to change the date for holding phase 2. Interestingly, it has appointed former Chief Justice RM Lodha to oversee the whole process. This is the fourth such committee of which Justice Lodha has been made a part.
Further, Common Entrance Tests conducted by different States will not be allowed. The Court ruled that NEET, being the creation of a Central legislation overrides States entrance exams

देश में पहली बार देसी गाय सौंदर्य प्रतियोगिता
भारतीय नस्ल की गाय के संरक्षण व संवर्धन के लिए हरियाणा सरकार महत्वपूर्ण कार्यक्रम आयोजित कर रही है। इस कार्यक्रम के तहत भारत की परंपरागत देसी नस्लों को प्रोत्साहन देने के लिए हरियाणा के रोहतक में देसी गौवंश सौंदर्य प्रतियोगिता शुरू हो चुकी है। दो दिन चलने वाली इस प्रतियोगिता के दूसरे दिन यानी शनिवार सात मई को फैशन शो की तर्ज पर देसी गाय रैंप पर होंगी।

हरियाणा के कृषि, पशुपालन एवं डेरी मंत्री ओमप्रकाश धनखड़ की परिकल्पना पर शुरू इस प्रतियोगिता में हरियाणा के विभिन्न हिस्सों से 600 गौवंश कार्यक्रम स्थल पर पहुंच चुके हैं। इस दो दिवसीय समारोह के दौरान 18 से ज्यादा प्रतियोगिताओं का आयोजन होगा। गौवंश के संरक्षण व संवर्धन को समर्पित सौंदर्य प्रतियोगिता में हरियाणा, साहीवाल, राठी, गिर, थारपारकर व बिलाही नस्लें शामिल हैं। धनखड़ ने बताया कि इन गौवंश में 50 जवान सांडों सहित 40 बैलों के जोड़े, 40 बछड़े, 100 से ज्यादा बिना दूध वाली गाय और अन्य 18 स्पर्धाओं में गौवंश पहुंचे हैं।
जिले के बहुअकबरपुर गांव में स्थित अंतरराष्ट्रीय भारतीय पशु विजन एवं अनुसंधान संस्थान के प्रांगण में पशुपालन एवं डेयरी विभाग हरियाणा द्वारा राज्य स्तरीय देसी गौवंश सौंदर्य प्रतियोगिता समारोह के दूसरे दिन आयोजित होने वाली इन प्रतियोगिताओं में हरियाणा की बेहतरीन गाय रैंप पर अपना जलवा बिखेरेंगी।
हरियाणा गौ सेवा आयोग के अध्यक्ष भानीराम मंगला ने राज्य स्तरीय देसी गौवंश सौंदर्य प्रतियोगिता समारोह की शुक्रवार को शुरूआत की। उन्होंने कहा कि प्रदेश सरकार ने देसी गायों के बचाव व संवर्धन के लिए प्रदेश में 5 गौ अभयारण्य बनाने का फैसला लिया है। उन्होंने कहा कि पानीपत जिले के नैन गांव में 200 एकड़ में गौ अभयारण्य बनाया जा रहा है।
भानीराम मंगला ने कहा कि कुरूक्षेत्र में स्थित वीटा प्लांट में देसी गायों के दूध का प्रसंस्करण होगा और इसकी बिक्री वीटा ब्रांड से होगी। उन्होंने कहा कि मुख्यमंत्री दुग्ध उत्पादक प्रोत्साहन योजना के अंतर्गत दुग्ध उत्पादकों को दी जाने वाली सब्सिडी 4 रुपये प्रति लीटर से बढ़ाकर 5 रुपये प्रति लीटर करने का निर्णय लिया है। देसी गायों की विभिन्न नस्लों का चलन पूरे देश में लोकप्रिय हो रहा है।

The exam, which is slated to be held in two phases, has also been declared by the Government to cover states like Jammu and Kashmir and Telangana which enjoy special category status.
The Schedule NEET will be conducted by the Central Board of Secondary Education (CBSE) in two languages, English and Hindi.
MPs across the political divide in Lok Sabha discuss postponement The discussion on NEET found its way to the Lok Sabha on Friday, with the MPs from both sides of the political divide reportedly demanding that the exam be postponed.
“This affects the lives of lakhs of children. Students would be in great stress due to this decision. I would appeal to the government to combine the two tests and hold a single test on July 24,” BJP MP Jagdambika Pal was quoted as saying during the Zero Hour.
Congress MP Rajiv Satav was however of the view that the system should be implemented from 2018, giving the State two years’ time to prepare for it. He demanded that the Government should either find a legal recourse to postpone the exam, or allow all students to appear on July 24.
Shiv Sena’s Arvind Sawant pointed out that students from boards other than CBSE might find it challenging to prepare for the test.

MAHARASHTRA
Maharashtra Maharashtra Medical Education minister Vinod Tawde on Friday reportedly declared that the State Government would file a review petition in the Supreme Court. Mr. Tawde requested students to appear for the state’s medical entrance examination, MH-CET, on May 5, saying that even if the SC turned down its plea to conduct MH-CET on May 5, the students still have the chance to appear for NEET-2 on July 24.
“There are over four lakh students who have registered for admission to medical and professional courses. Out of these 1.5 lakh students opt for medical and dental courses. Following the SC order, we will now file a review petition in the SC to allow admissions to medical courses via the MHT-CET,”
Dr. Pravin Shingare, DMER, told The Indian Express. “We are still going through the judgment but our stand is clear. We would file a review petition against the SC order on Monday,” state medical education secretary Medha Gadgil told DNA.
The State’s plea would bank on the premise that students from HSC Board, appearing for the 85% of the state-level admission quota seats, will not be able to compete with the students from CBSE boards in the NEET because of the difference in syllabus.
TAMILNADU:-
The Tamil Nadu Government has also appealed to the Apex Court, against making NEET compulsory for admissions. The State does not have any entrance exam for professional courses, with the admissions being based on the marks scored in standard 12th.
Calling it a crime against principles of social justice, Pattali Makkal Katchi (PMK) leader S. Ramadoss blamed the Centre for taking the decision unilaterally without consulting the states on matters concerning education which is in concurrent list. He was of the opinion that the State Government should inform the Centre in unequivocal terms that any decision on common entrance test will not be binding on it.
ASSAM:-
Assam Chief Minister of Assam Mr. Tarun Gogoi has also joined the bandwagon, seeking review of the decision, and requesting the Centre to take up the matter. Mr. Gogoi opines that the decision to hold single test for medical entrance might prove counter-productive for the students of Assam.
ANDHRA PRADESH:-
Andhra Pradesh Andhra Pradesh Engineering, Agriculture and Medical Common Entrance Test (AP EAMCET) was conducted on Friday as per its schedule. “States like Andhra Pradesh possess special protection under Article 371D and the AP EAMCET exam that comprises MBBS, veterinary, agriculture and BDS, will be conducted on Friday without any changes. This was decided after consultations at higher level,” AP’s Health and Medical Education Minister Kamineni Srinivas was quoted as saying.
KARNATAKA:-
The Karnataka Examinations Authority has reportedly decided that its Common Entrance Test will be conducted as scheduled on May 4 and 5. A total of 1.78 lakh candidates have registered for this year’s CET. “Although there is still ambiguity on what this test would mean for medical seat aspirants, we have decided to go ahead with CET as it is also an entrance exam to obtain government quota engineering and agriculture seats,” they said.
GUJARAT:-
Gujarat While the State has decided to follow the Apex Court’s judgment, there exists ambiguity over the Gujarat Common Entrance Test (GujCET), which is scheduled for May 10. While the Chairman of Gujarat Secondary and Higher Secondary Education Board (GSHSEB) said that the exam would be held as scheduled on May 10, the Health Minister said no final decision has been taken and opinion is divided.
“GujCET will be conducted as scheduled on May 10. We have issued hall tickets for the exam,” GSHSEB Chairman A.J. Shah was quoted as saying.

Punjab has cancelled its PMT exam and agreed to admit candidates on state merit list on NEET score..

Ready to hold NEET this year: Govt to SC Proposed exam schedule to be submitted to court today
New Delhi, April 27
The government today told the Supreme Court that it was ready to hold
the National Eligibility-cum-Entrance Test (NEET) for undergraduate
medical and dental admissions this year and would come back to it with
the new optional exam and admission schedule tomorrow.
Counsels for the Health Ministry, the CBSE and the MCI, told this to a
special SC Bench led by Justice Anil R Dave, which took up for hearing a
writ petition seeking urgent directions on the matter.
The petition filed by Sankalp Charitable Trust sought the NEET-UG to be
held this year and asked the court for an urgent hearing, saying a
direction was needed as the All India Pre-Medical Test, to be conducted
by the CBSE, is scheduled to be held this Sunday (May 1) and students
are confused.
On the request of the CBSE to come back with proposed schedule of the
examination, the court adjourned the matter until tomorrow noon.
The court said, "Respondents have assured this court that they are ready
and willing to hold the NEET for the academic year 2016-17. As the
counsel representing the CBSE would like to take necessary instructions,
hearing is adjourned for tomorrow. The proposed schedule for the
examination will be submitted to the court tomorrow.”
The court has asked the MCI, the CBSE and the Health Ministry to jointly
plan a schedule for the NEET-UG this year. As per the law, MBBS and BDS
admissions must conclude by September 30 every year.
Sources in the Health Ministry said they would ask the court to allow
them to go ahead with the AIPMT on May 1 and treat it as the first phase
of the NEET-UG and conduct the second phase (the NEET) in July for the
students who had not applied for the AIPMT. If the apex court did not

About AIPMT
The most important MBBS Entrance exam in India This entrance test is conducted by CBSE (Central Board for Secondary Education) for the 15% merit positions in the Medical/Dental Colleges of India as specified in the directives of the Supreme Court and will be governed by the rules and regulations specified for the same by the Ministry of Health and Family Welfare, Government of India from time to time.

From the coming academic session, the vacant MBBS/BDS seats under the 15% all-India quota in Punjab medical colleges will not be filled on the basis of the state quota merit as the Punjab government will re-advertise them after the third counselling concludes and fill them on the basis of the All India Pre Medical Test (AIPMT)-2016 merit.
Till now, the state used to fill the vacant medical seats under the national quota by its own selection process.
In 2015, Baba Farid University of Health Sciences, Faridkot, filled 17 MBBS and 13 BDS vacant seats under the national quota--surrendered to Punjab on September 17 by the director general of health services--through its state quota. On October 1, the Supreme Court banned the practice of filling vacant national quota seats through the state quota merit and the Medical Council of India asked all states to comply with the orders. These seats, however, could not be reversed since the apex court’s September 30 admission deadline was over and there was status quo on the admission process.
To avoid any legal complications this year, the university, in its prospectus for the 2016-17 session, has clearly mentioned that it will re-advertise all-India quota seats, if surrendered by the director general of health services to the state after the end of third counselling in September, and fill them through the AIPMT-2016 merit.
it is good that the state government had clarified its stand in advance so that meritorious students of AIPMT could rightly claim the vacant seats unlike last year when these were filled through the PMET merit. According to the tentative list released by the university for the next session, only 670 MBBS seats have been confirmed so far. These are 150 seats each in Patiala and Amritsar government medical colleges, 150 in Sri Guru Ram Das Institute of Medical Sciences and Research, Amritsar, 70 in Dayanand Medical College, Ludhiana, 100 in Gian Sagar Medical College, Banur, and 50 seats in Government Medical College, Faridkot.
It is to be seen whether the Patiala and Faridkot colleges get an increase of 50 seats each.
Besides, no permission for admission has been granted to 100 seats of Chintpurni Medical College, Pathankot. Medical education secretary Hussan Lal said the college would be included in the admission process in case the MCI allowed permission before the first admission counselling in June.
From the coming academic session, the vacant MBBS/BDS seats under the 15% all-India quota in Punjab medical colleges will not be filled on the basis of the state quota merit as the Punjab government will re-advertise them after the third counselling concludes and fill them on the basis of the All India Pre Medical Test (AIPMT)-2016 merit.
Till now, the state used to fill the vacant medical seats under the national quota by its own selection process.
In 2015, Baba Farid University of Health Sciences, Faridkot, filled 17 MBBS and 13 BDS vacant seats under the national quota--surrendered to Punjab on September 17 by the director general of health services--through its state quota. On October 1, the Supreme Court banned the practice of filling vacant national quota seats through the state quota merit and the Medical Council of India asked all states to comply with the orders. These seats, however, could not be reversed since the apex court’s September 30 admission deadline was over and there was status quo on the admission process.
To avoid any legal complications this year, the university, in its prospectus for the 2016-17 session, has clearly mentioned that it will re-advertise all-India quota seats, if surrendered by the director general of health services to the state after the end of third counselling in September, and fill them through the AIPMT-2016 merit.
it is good that the state government had clarified its stand in advance so that meritorious students of AIPMT could rightly claim the vacant seats unlike last year when these were filled through the PMET merit. Setting aside its 2013 order scrapping the NEET after it was challenged by the Medical Council of India (MCI), the apex court admitted the review petition and said it will hear the case again on the validity of the common entrance test.
The NEET was introduced by the Medical Council of India in 2012, but private medical colleges challenged it and obtained a Supreme Court ruling that it was not a must for them.
Allowing the plea for the review of its July 18, 2013, order, the apex court constitution bench -- comprising Justices Anil R Dave, AK Sikri, RK Agrawal, Adarsh Kumar Goel and R Banumathi -- recalled the order that exempted the private medical college from admitting students in medical courses through NEET.
Recalling the order, the constitution bench directed fresh hearing of the matter. The order will affect over 600 private medical colleges in the country.

Don't toss out your old gadgets as soon as you're done with them, because they can still prove useful. Even an ageing, slow tablet can function as an ereader with the right app, while an unneeded smartphone can be used to set up a home monitoring system.

6. Back up everything
Setting up a backup system doesn't take as long as you might think and can save your digital life if something goes wrong with your gadgets. How you choose to do it is up to you (there are plenty of options available) but just make sure you do something.
You could plug in an external hard drive and copy over key files (30 seconds of your time), sign up for the 1TB Dropbox plan and keep everything in there (1-2 minutes) or subscribe to an all-inclusive service like Crashplan (1-2 minutes) to upload all your files to the cloud.

‘पनामा पेपर्स’ लीक मामले में कई एजेंसियों की जांच जारी होने के बीच वित्त मंत्री अरुण जेटली ने रविवार को कहा कि जब इस मामले का ब्योरा सामने आएगा तो कांग्रेस के पास इसका जश्न मनाने के बहुत कारण नहीं रहेंगे। पनामा पेपर्स में कथित तौर पर भारतीयों के विदेशी कर पनाहगाहों में निवेश की बात सामने आई है।
उन्होंने यह भी कहा कि ‘बेहद निष्पक्ष तरीके से’ जांच चल रही है और कांग्रेस और आम आदमी पार्टी (आप) की मांगों को खारिज कर दिया कि उन्हें खुद को मामले से अलग कर लेना चाहिए।
लीक दस्तावेजों में नामित एक व्यक्ति का करीबी होने के आधार पर खुद को मामले से अलग कर लेने की विपक्ष की मांग से जुड़े एक सवाल के जवाब में जेटली ने कहा, ‘मुझे उनकी दलील समझ में नहीं आई।’ वह यहां प्रेस क्लब में प्रदेश भाजपा द्वारा आयोजित मीडिया संवाद में संवाददाताओं से बातचीत कर रहे थे।
